Just FYI, for those still hesitating to upgrade, I am now running Phoenix 8.3.4.295 on windows 11, if anything it is an improvement over Phoenix in windows 10. the menus are clearer and the menu captions are not cut off.

Thank you William for this comment - it looks like Windows fixed some of their poor autoscaling assumptions.
If you are on an older version of Windows, Support can provide the work around or take a look at this post here.

Hi again. I just got a new monitor and I had to use the autoscale fix above. It works.
