Is it possible to setup an RTTE model in Phoenix NLME using the laplacian engine?

Yes.any likelihood can be defined using the LL statement. Graphical option has the event statement where you need just to define the hazard rate. All the rest is handled automatically. Best is to send me a data example and what you are trying to do.
A nonmem control stream with data is good to.

Also keep in mind that NLME PML has very flexible doafter and dobefore options with the observe statement.

You don't need to modify the data every time you  decide to model it differently
